Excuse me, Jigglypuff was added in the original Smash because she was the second most popular Pokemon in Japan at the time (first is Pikachu, obvs)

But yeah, she's been included in each following entry because of her underdog status, but at this point she's like a running joke

Well, considering half the series is in a weird legal tossup and the older entries are barely relevant and most of the assets now belong to a companny that now belogns to one of the world's computer software giants, it's hard to just toss in characters like K.Rool all willy-nilly. Meanwhile, Fire Emblem is a widely-recognized franchise in Japan and the success of the newer titles just mean more exposure (and thus more characters)
But Microsoft is usually cool about stuff apparently so it might not be that bad (it also seems impossible for them for some reason to interface with an American company, because Nintendo)
