I mean there is no good reason for Bowser and DK to not have their voices other than Sakurai just wanted it that way.
If the article has any truth to it, though, Sakurai's decision to have Bower and DK voiced the way they are could have been vetoed. The article implies that something Sakurai wishes to do can be rejected, so if this was that big a deal to anyone else at Nintendo, it might have been changed.
Officially canonized as "Not a big deal".
