After staring at your sprite for a while, I could look at it a certain way and just see a flabby arm, so I tried to indicate his muscles a little more strongly. Also made him not quite as fat.

I prefer the original one with the lines at this point; obviously that one needs some cleaning up. This doesn't seem to show his muscles enough for a man who can shake the Earth with a punch.
It's probably just that I'm used to seeing the other one, though.

Picking up on this and what Vipershark said.

"Cut" muscles tend to refer to bodybuilders' physique, whereas I'd say Wario has more of a strongman physique, which means a higher body fat percentage so less details.
Anyway, here's a few edits:

First I tried to get a readable and chiseled look to the arm; then I tried to empty the superfluous details out. Also changed his face for more Wario-ness.
Underneath is my attempt to subtly break the symmetry, cleaning the arms and getting a facial likeness.
