I hit the cap on easy at 14 clears. On normal, I'm at 28 and have yet to hit the cap. I've cleared expert 5 times, also not hit the cap.
I did use amiibo, so that's most likely a factor as well. I think each difficulty has its own pool of costumes, maybe 33 per difficulty. That's just my guess.
