I would say that development time was almost certainly affected by it being a fully 3D game, which is something that Game Freak had never done before! (keep in mind, Pokemon Stadium,Colosseum and Battle Revolution were all handled by different developers)
There was defintely a lot of experienced hands from Creatures Inc on the Pokemon modelling team, including Pokémon 3-D Modeling Art Director Atsuko Ujiie (Lead Modeling and Animation on Battle Revolution and worked on models for Pokemon Stadium 1!), Pokémon Character Modeling Lead Shunsuke Uematsu (Pokepark 'Graphics' / Field Modelling) and Pokémon Character Motion Lead Masataka Hata (Pokemon Motions on Pokepark 2). A fair few of rest of the modellers and animators from the Pokepark games are present as well.
Which is, not surprising to get models and animations out for all 700+ creatures in a reasonable timeframe.
I don't think Smash Bros or Monhun have the high triangle counts of XY per character, though? (or don't try to shove up to six on screen at once) At least, I think they're good enough you could easily use them for another generation of consoles with just improved shaders and texture quality. Maybe then single battles will be smooth in 3D.
