That's a really broad range of systems you're asking for there. Mobile in particular varies from game to game, depending on developer preference.
Most of the rest of those use sound banks, with some exceptions. I can say with certainty that I have yet to load up a NDS game that Tinke can't find the sound bank for, so that one can cover you for that system.
As for the others... GBA I recall a program that would "capture" sounds as they were playing, though you had to be right on the money with triggering the sound, or it would only capture part of it or not at all. I don't remember the name of it as I lost it many system crashes ago, but there is probably something better out there by now.
