Just looked at the screenshots. That's 16-bit/32-bit, as 8-bit would be something that looks like NES or Master System limitations.
If it's emulating DOS era games, it be VGA graphics. That's an old DOS palette limited to 256 colours.
So Fallout 4 came out in Australia today, but I need to wait until payday on Friday for some money. Even on a pension, I'm impatient.
