yeah, I'd say RPG Maker is some dangerous territory indeed.
I actually have an account on one of the forums so as to follow one of the res staff.
The developer of any RPG Maker game is definitely not the only hurdle.
The official resources are under what as far as I'm concerned is a draconian EULA that basically says they're only to be used in RPG Maker. I also don't like its wording as to WHO owns those resources. The way I am reading it, Enterbrain possesses all ownership and creative credit of anything their Res Staff makes. Sounds to me like artists get screwed ,there.
As for as sprite-ripping is concerned, posting or re-using any of those "official" resources would technically be breaching their EULA, assuming I am reading that correctly. Whether that would actually have repercussions here, I cannot say. It very easily could. Then again, besides most users never read EULAs, ripping in itself probably breaches many EULAs, since a lot of commercial software has "you may not de-compile or attempt in any way to reverse-engineer this software" written-in the EULA by default.
So, as Skyla said, ask the creator (or try)
