You're not. Basically the rundown for the RPG Maker RTP material is if you purchased the software, you have the right to use the material made with or that came with it as you please, as long as you do not alter the core functions of the .exe and as long as graphics are used for game creation purposes only.
Distributing the RTP is pointless, however, as any RPG Maker program, even demos, comes with the full RTP unlocked, and is never locked or hidden from you, even after the demo expires, so it's a readily available source. But that's not the issue here.
Now... Mad Father, if I'm remembering right, was made on Wolf RPG Editor, which I believe was freeware anyway? I would still look to ask the creator, seeing as a good majority of his graphics were self made, and the game is distributed for free.
