the monster encased in ice totally doesn't look like ice then. I think that in this sprite, you should shrink the enemy in order to enhance readability of the ice.
When making pixelart, you should focus on the idea, the situation going on. And while shrinking the character doesn't seem accurate, the fact that the enemy is supposed to be encased in ice is the key point here.
I'll be honest and say that I'm not too good at explaining the basics of how to ice, so I'll just drop this edit here
It's probably different from the style you're doing, but my focus was to make the ice more "icy". I think you can get an idea or two with my edit
