VGMtrans could probably rip it (Don't have a Wario Land 4 file, so I can't do much), or if you like horrid GUIs, GBAmusriper (Which refuses to work for me for some reason)
Both of them can rip samples from GBA games, only thing is, you'd need to know what is a sound, or what is instrument samples, as the VG Resource will refuse musical instrument samples as a very strict way of saying no to music ripping.
Depending on how much sound samples the game uses, this shouldn't be hard, or it can be a nightmare.
Anyways, sorry if I couldn't do the request, but some help can at least be in-hand.
