How to get in the debug menu?

Launch the Rom up in Project64
Go to the options menu, and the debug menu will show up
And then go to the model viewer, and this is exactly what it looks like but it will be Mew selected.

And I actually need this model for a GTA Vice City player model mod. 
So I believe it must be rigged and be a .txd file format myself.
