Hey what a coincidence, I'm also trying to rip Wuhu Island from this game. I don't have a solution for you though. I have the same problem; I can extract the .BRRES file but I can't open that file in anything. If I somehow find a solution, I'll post here.
edit: I also saw your posts on the Discord server, looks like you really tried all the existing tools... I guess my next holiday project will be researching Wii U file formats, lol
