It looks like color math (or Blend Modes for a more general term) to me. I don't know what the exact math is but looks like 70% Opacity with Screen is very close to truth.
Most modern graphic editors support blend modes, but I can't give any recommendations because I've only ever really used Photoshop.

holy moly, thanks a bunch! i never would have figured that out. seriously, i didnt know image editors
could do different transparency types. much less that you could even mess with that.
