All you need to do to submit a sprite sheet is go to the section you'd like to submit to, click the 'Add New Sheet' button on the top, and provide your sheet and an icon. If your section doesn't exist, you can add it in a similar way, just go to the page your section would be and click on the 'Add New Game' button on the top. As far as ripping goes, there are a lot of tutorials here.
