I wouldn't put too much stock into -Q-'s words as they still seem to be pretty salty from relatively insignificant events from a couple of years ago. While they're technically correct that requests don't often get fulfilled, they're grossly misinformed as to why as well as to the purpose of this forum.
First and foremost, nobody is ever required to fulfill a request. Generally speaking, the best way to get something ripped that you personally really want to see is to learn how to do it and rip it yourself. The active rippers here usually rip from games they're passionate about so unless that passion happens to line up with your request, it's unlikely someone is going to take the time to rip it. Commissions have a slightly better chance of being fulfilled simply because you're providing incentive (in the form of money) for someone to go through the effort to rip from a game they're not interested in. Of course, you're not required to go this route but it's an option if you don't want to learn to do it yourself or, for whatever reason, can't.
As for the purpose of the requests section, contrary to -Q-'s belief, this section isn't to bait new members or for the staff to have secret laughs at. It's true purpose is really to contain the requests. We get them constantly and everywhere so sticking them all in once place where they're allowed reduces spam across the rest of the sites. Maybe the fact that this forum exists is misleading to some who think that posting a request means someone will do it (though it's very clearly stated that isn't the case) but it's really the only option we had given the immense volume of people asking for things, especially when compared to the number of people willing and able to do it.
And as one more small side note, the staff are not here to take requests. Some of them rip when they have the time (and sometimes actually do fulfill requests, though time does not often allow for that to happen) but like all other members, they rip what they're interested in themselves. So it's really not the responsibility of the mods to rip everything that gets asked for no matter how much -Q- wants to imply it is.
