This is a really old game so it's likely that they may be on the disc/loose in the download files somewhere. You can try C:/Program Files/game's install folder (or wherever you installed the game to) for a start. It might be MUGEN which is pretty easy to grab from if I'm not mistaken.
However if they're encrypted, you may have to resort to recording the characters individually and cutting out the sprites somehow. It's a common method I see for other games i.e. GBA.
