Get the thing you want to rip on screen, press the rip key on your keyboard (It'll default to something, you can change the keybind as you see fit) and give it a minute to work. It'll seem like the emulator has frozen, but it's working in the background and when you can see normal gameplay motion resume, it'll be finished.
Now, when NR2 installs on your computer, it creates a folder of import plugins. When I last used it, it required Blender 2.8x, you may need to get a higher version now that they're on 2.6 instead of 2.0.10, but install the plugin and import your rip and there you go.
It is worth saying, however, that NR2 only takes 3D screenshots and does not export rigging/bones/skeletons. If you're after a stage or motionless object this is fine, but if you wanted a character/monster, you'll have to either find another solution or learn to rig them yourself which. Heh, not it!
Heh heh, I do have some tricks up my sleeve...as long as I get my hands on the 3d model, rigging won't be a problem (at least on a rudimentary level), although I assume I'm going to have to get a bit creative with the uv unwrap if I want any ripped textures to work properly.
