My first time checking out the forums in over a year and I see this awesome idea. I definitely think that if we were to reinvigorate this place, I agree with Petie that starting fresh (and small) would be the way to go. And I would be all for helping out!
I think the main reason that the community has transitioned to Discord is that for casual conversation, it's much more organic and quick. And I agree; if I'm chatting with a few people, an IM platform is perfect for that.
What I really think would benefit from the forums is the portion of the community that rips things. Ripping resources is more sophisticated than ever, but what helped it get here was the collaboration on improving and recording methods. That is much harder on Discord, where anything you say essentially ceases to exist within 24 hours.
I could go on and on about the advantages of a forum but I think we're all on the same page here. All I want to say is that it's something I'm passionate about and I'm keen to help out with bringing it back in whatever form is deemed appropriate.
