"Dump Full 256x256 Textures" is the only option that affects textures. You could also try the Avocado 3D screenshot feature instead, which I think dumps textures more like you want.
It's certainly possible to pack the images in roughly the way they are packed into the PS1's VRAM instead of writing them individually. I tried out a quick prototype that does it. Here's an example showing the difference from Tekken 3, which makes tons of little textures.

But I don't feel very interested in this now .
Independently of whether they are packed or not, the dumper also currently only tracks the bounding box of a set of polys that use one palette, so you still have "VRAM junk" where the polys don't cover all the bounding box. To fix this would require finer-grained tracking of individual polys (/bounding boxes).
