Minor deviation for an annoying water route isn't exactly switching up the map. The route ultimately forces you to the left, then upwards, then to the right, and back down again/to Kanto. One clockwise loop.
Kanto let you fight 3 of the bosses in any order, and skip a dungeon. Hoenn had a maze of water routes and caves to explore with a whole bunch of hidden shit. Once you got Surf, the amount of explorable are pretty much doubled. Sinnoh has you go every which way.
By comparison, Johto is as linear as hell. I can understand them simplifying for sake of fitting two regions on one cart, but the area design sucked as consequence.
