For his FS, I was thinking you could make Deoxys makes a Psychic Wave or barrier around him anyone cuaght up in it would be suspended into the air below Deoxys and the he could fire Pycho Boost(the big one in Reign's second picture) downward. This way, any one unfortunate enough to get caught by the blast would also get damaged.

Moveset for Deoxys

B: Psy Beam: Deoxys rotates his dna-like arm and generates electric-like psychic energy. By presing b twice, it will shoot a waving beam. If hold while charging, the beam becomes more powerful.

B Forward: Pursuit: Changes to speed form and rapidly dashes across the stage. Anyone on his way is damaged.

B Up: Cosmic Power: Deoxys starts to glow and rise. When he/she/it stops rising, it extends its arms and unleashes energy.

B Down: Mirror coat/Counter: It morphs into Defense form. Then he cover its face with its arms and they flash. Reflector

FS: Psycho Boost: Go on. Choose it.
