Creating Animations from Sprite Sheets

First off, I'd like to say hello to everyone in this community.

I wanted to ask how I can tell the dimensions of a sprite from a sprite sheet, and what is the most efficient way to "cut" it up and turn it into an animation? I'm probably not even using correct terminology, please forgive me.
