Since they are playable now, I went ahead and ripped Krang's Android and Triceraton from Teenage Mutant Ninja Turtles: Tournament Fighters on the Sega Genesis:

I should have gotten everything unless they have a move I don't know about. Triceraton's Desperation Move just reuses his other sprites.

Apparently they were fully coded but left as unselectable bosses. Using the codes, you can select them and all 3 bosses are playable
