It's so big because instead of providing a palette rotation, you just ripped the whole BG again.
That's actually going to be a hard to use sheet. The image editor 99% of the target audience is going to use with this is going to choke badly. It's also going to be an absolute pain in the ass to separate.
Suggestions for making it more user-friendly:
1) Break it up into multiple images. This can either mean multiple sheets to submit, or a bunch of images in a ZIP archive with the tag's text in the form of a text file.
2) If the animation is purely palette-based, just rip the palette rotation and have it along with the BG using the first palette, or one with a placeholder palette (like DivineInsect does with her sheets).
3) SIMPLIFY. You don't need these fancy borders, you don't need big "OMG BLANK SPACE" text. You just need the content, and a simple tag. The tag itself is fine, and it's nice to see some notes provided too. You just need to remove the rest of the cruft.
