TMNT 2 Mame - Sprites - Best Mame Editor? Ripper

Hello!
New! to the site but not new to Mame or sprite ripping.
I see there are TMNT 2 Arcade Sprites Sheets on this site.

There are lots missing. What is the program or cheat that was used to
get those sprites Showing my son how to animate his fav game.
We are making are own cartoon out of the sprites. I willl post it
when finished. (Few Weeks)

I see there is a pink background on some of the sprites. How did
they get the Palette to work

This is not a Request! I don't want anyone to do the work for me. Just pointed in the right direction.
