the only possibility I can think up would be a program that lets you make vector lines then redoing it in pixels? That wouldn't be practical at all, but probably it won't be that.

I can't really think of a way to make pixel art easier as far as applying the pixels. What would be nice would be some sort of tie-in between the scroll wheel and your palette. Like, you could input colors into a palette, and scrolling would cycle through the colors; or clicking the middle mouse button would pull up a palette menu where your mouse is so you could quickly pick your color there. This way, you don't have to go out of the way to manually change the colors.
Also, being able to see the zoomed out sprite while simultaneously working on it zoomed-in would be nice. There are already programs that do this.
in any case, the test was pretty fun.

since I'm not much of a spriter, I just tried to follow the lines as closely as possible so I've got tons of jaggies and mine are ugly.
