I used myself as reference. I do that a lot.

So as far as his personality goes:

He's calm, collected and rather friendly. He also enjoys making comics.

You can really let yourself go when it comes to being a cartoonist/creator: Thomas and Zachary could help you, you could be assisted by your characters, use drawing/cartoon relevant actions for your moveset. Or pertain to your username or fandoms.
Basically, don't be afraid of standing out. I have the impression your OC is quite neutral/bland, maybe it's due to shyness, but yeah... Have fun being this character, being you!

Great, this is more expressive! We have the impression he's going to hold his ground!


Design-wise, I find him a bit plain: is there anything, in terms of clothing or accessories, or features, which could distinguish him from a thousand of other mean in jeans/white tshirt/glasses/medium length hair? I think there are, and how or what can they tell us about who he is?

I would think about how he'd use his pencil: like a spear, a sword, a ram, a gun (why not everything)? Or like a wand? There's a lot of potential there, to make your character unique, to make him you.

I put a logo on his shirt to represent his fondness of Superheroes

As for his moveset, I was thinking he would use the tip end like a spear, use the eraser end for heavier attacks, and he could draw objects for attacks

I would say it is better if you don't strictly rely on the pencil per-say, depending of course on what angle you want from your character. Using Eliza from SkullGirls as an example, you have a character who transforms and exudes different reflections of their past experiences, literally transforming into things like Nile Crocodiles, The Sphinx, etc. while also rely on her minions, an embodiment of Horus and Anubis. You could use your pencil as a spear. You could also use it as a sword, a baton, a wand, a whip, etc.

You need a design which stays readable at 64x64 - unfortunately that logo's going to have trouble being done at that size.
Here's an edit:

I tried spicing up your old design: you may noticed I reused the cape, used the cap to do the tshirt, I switched a few colours around. I gave him a glove to break the symmetry and to get that Mario feel. I put the pencil on his back so it wouldn't take up too much in the frame.
