Give it a Google search, there's plenty of tutorials around.

Another thing I'd recommend is studying existent tiles that belong to various RPG games on TSR. One of the most helpful things about this site is the massive amount references.

And, of course, it's a good idea to have a basic grasp of spriting/pixel art itself, so if you haven't already, I recommend looking through the SPRITING DICTIONARY.
