I'm sure this problem has been repeated by numerous users, but is there an easy way to extract ARC files as well as converting them to RARC files?

The arc file I have messed with are Zelda WW or TP arc files. For those arc files you need yaz0dec and rarcdump found at http://amnoid.de/gc/ in the szstools 1.0 download
There is also Switch Toolbox that can open .arc files https://github.com/KillzXGaming/Switch-Toolbox but if your are looking for models with rigging intact Switch Toolbox's built in converter is not the way to go as Switch Toolbox isn't able to convert .bdl/.bmd to .dae with rigging. You can use Switch Toolbox (yaz0dec and rarcdump as well) to extract .bdl/.bmd models than load them into Blender 2.79c with this import plug-in https://github.com/niacdoial/blemd

Likely not the same .arc file format as used by Nintendo. Since Super Monkey BB is a Sega and Amusement Vision developed game. May have better luck using Dolphin with Ninja Ripper or 3D Ripper DX with a 32 bit version of Dolphin.

The password is said by the 3DRipperDXSetup.exe Again 3D Ripper only works with 32 bit programs. For Ninja Ripper I think you may be better off with a copy of Dolphin that has Directx 9 graphics and set Ninja Ripper to use D3D9 Warpper.

Ninja Ripper and 3D Ripper are programs that are able to save 3d models from running programs on PC like Dolphin emulator. Think of it like a 3d screen shot. They have nothing to do with arc or rarc files.
