Looking for some help guys!
I found this page on SR,

Since its an arcade game, im having a hard time finding tutorials on ripping from it.
There is also a steam release, but i don't know if ripping from steam is possible.
I would love to be pointed in the right direction. Thank you =D

You should be able to rip it from MAME.
After downloading the emulator, the ROMs of the game and set it up (unless it is already done), boot up the game, get to that stage and press F4. It takes you to a palette viewer, then press Enter twice and it goes into the tilemap viewer. This is where the backgrounds are. Press ] to cycle the other parts of the background and use the arrow keys if you can't find them. The first background might be the HUD. There might be an option to view the background in the test mode (pressing F2 and see if you can find a Scroll option) if it is like other Capcom CPS1/2 games however the first option is easier.
As for the Steam release, if it is part of the Capcom Arcade Stadium series then it is actually a lot harder because... It uses MAME for its emulation but with all of the debugging and most of the features removed/disabled including the background viewer (it might be possible to get the test mode with some hacking).
