it's pretty barren.
the game's source code has been released for more than 5 years now, there's no reason why the page sucks so bad.
they don't even have the save boxes.. or tiles... or anything I'd actually use for something.
some of the sheets look like they were made in ms paint within 5 minutes.
just please, anyone just please, just update the page.

Firstly, your tone is kind of aggressive yet begging at the same time. Being demanding won't get you anywhere... A more polite way would have been to go to the request section and ask for something that you want ripping for the game (or commission if you have the money and are desperate for it). No guarantee that your request will be fulfilled but at least there is a chance.
Secondly, if you know the game and feel that the section sucks... Then try to rip the game for yourself. Sometimes giving it a go can be rewarding.
There are many, many, many, many games on tSR where the sections are basic. Whether it is all that can be done at the moment, someone who had ripped the game lost interest or in many cases just too obscure/not very good*/more niche for someone to rip. Some games have been like this for years, even decades. Even some high profile games have rips that are very old and could do with an update. People rip in their spare time and the games that they want to rip from. Some rippers have different strengths and someone who is used to classic sprite ripping might have problems doing a more modern game and vice versa or just specialize on certain things. Also regarding stuff like source code, some rippers just won't touch that and rather do a more honorable way of ripping (and some games have leaked source code, there are some stuff that tSR won't accept e.g. anything from the Nintendo leaks).
* - Saying that, some people do rip from "bad" games, bootlegs and games that have become a meme.
I imagine in the case of I Wanna Be the Guy, many of the rips that are on the site were back when the game first came out. The source code wouldn't have been given out and there are many ways where the sprites can be in a PC game (a folder using standard files, a compressed file, bundled in with a bunch of files, its own standard or even baked into the exe itself). It has had a few new rips and a update since.
Oh and regarding rips that look like they were done in MSPaint for 5 minutes? Don't always assume that...
