Quote bubble mystery

Okay, this is a quote bubble. You see how the words are visible and you can the comics background still, WHILE you can see a white blur at the same time.
How do i do this?

If you want to use transparency/translucency, get a high-level graphics program, like Photoshop, or Fireworks, or GIMP (GIMP is a good choice if you don't want to fork out the money, or dislike pirating).

Graphics Gale *might* be able to do transparency, but I dunno.
