Doofenshmirtz: This is a little bit awkward but have you seen my escape jet keys? (Perry nods) What, you have? Well that's great! So where are they? (Perry looks away) You won't tell me? Is this because you don't speak or are you just being a jerk?

For the Sega Saturn? Interesting! Why not the PSX?

He and Cutman don't exist in the PSX version, and yes, I had checked to see if anything of them was in the files (no sprites, no palettes).

Hmm... you can rip from Saturn? Have you thought about looking into Symphony of the Night's ROM? There are a lot of unique sprites we don't have.

The files on the Saturn disc are basically the same as those on the PSX one (you just need certain options changed), you can open them in a tile viewer.
Symphony of the Night is just insane, different things are stored at different widths, never found palettes, etc. But that is just going by the disc, never really got a Saturn emulator to work, let alone go past the title screen.

I've got a Saturn Emulator working for SOTN and a few other games, but to be honest, with no layer support, I'm really not game for ripping that much.

Does it have savestate support? If you can send me a state during gameplay, I can see if something can be worked from it.

Ok, didn't work the way I hoped. Although it's possible that the savestate itself is compressed but internally, not in the changing to archive and extracting sense.
