With abit of effort, almost any game maker/game engine can make an RPG.

If I manages with StarCraft, I bet I can do it on other stuff Tongue

If you don't want to learn how to program, it's pretty much a choice of RPG Maker or MultiMedia Fusion 2/The Games Factory 2.
