For red and gsc I always picked fire (meaning cyndaquil was my first) but afterwards I always picked water

Pretty much...But now that I actually looked it up, Crystals Lugia and Ho-oh were both Level 60, so they both get screwed by 15 Levels...

I used a level 35 red Gyarados and completely destroyed two Elite Four members on my own. Level 30 Gyarados is perfectly fine where it is.
