Tonberry's movelist for Megaman really seems to be the best for him. Here's the quote to remind all y'all, as well as to comment on what works for me personally.

I have some ideas for Megaman. His intro could either be the teleport or riding in on Rush. I like the former more. Rush follows him around like in Marvel vs Capcom. Rush behaves like the pokemon Trainer. He can't he hurt, but reacts to battle.
I like the teleport best for an intro, and I also like the PT style Rush in the background. Granted, it would be more work, but the result would be nicer, wouldn't it?

B- Mega buster (Kind of like Samus's, but it fires when the button is released)
Of course. The best thing to do would be to force him to stand still when he does it, though. I mean, not even Fox, the fastest character, can run and shoot. But perhaps Megaman could run and shoot if the damage of his buster was tweaked juuust right... but I'm no calculator!

up B- Beat (Think Snake's, but it damages)
I was thinking either this, or Rush Jet. I like Beat better, but the way I pictured Rush Jet working was like in the later games, where it was hard to lift higher and you always went straight ahead.

Side B- Random weapon (Metal Blade, Shadow Blade, Spark Shock, Drill, Search Snake, Gemini Laser, etc. I wouldn't mind changing this if anyone has a better idea)
I liked this one a lot too. I thought that it might be interesting to change the available weapon through taunts, however making it random makes it akin to different attacks that other characters have, like Peach's side smash and Dedede's side B. Could get annoying though if you expected a horizontal travelling projectile and the search snake peetered out and slithered across the ground and didn't even reach the enemy. xD

Down B- Slide- can be used to get back toward stage. Similar to Fox Illusion, but slower.
I get the feeling you mean that you'd be able to do this in the air, which would look incredibly weird. And it should be slower, but instantaneous, as opposed to the F. Illusion's split-second pause.

Final Smash- Rush Adapter (MM8)

Throw- Super Arm (Guts Man Power)
Up Smash- Air Tornado
Down Smash- Crash Bomb
side Smash- Hard Knuckle
Down in air- Top Spin
Shield- Leaf Shield
These are all good, one suggestion I have for the shield though is randomly changing the graphic to other similar shield attacks, like the jewel shield or skull shield. However, I'll be the first to say that out of all of those, the Leaf Shield is the most recognizable and the most iconic, so if it were just one, it would be Leaf.

These are all debatable and subject to change if someone has a better idea.

So yeah, I like this one the best.

Yeah, it might look a bit odd in the air. I'd like to see it in action first to decide. And you pretty much have it dead-on with the timing of the slide.

The pod is unshaded. I'm not sure about his stance. I also hate everything that's not his head. Speaking of the head, the colors need work. You can't tell where the facial features are. Anyone can edit it if they want.
