EV Enhancers

Ok, in D/P there are those new EV enchancing items. Do they make every Pokemon give you 4 EV's, or they add 4 EV's onto what the Pokemon already gives? Kinda confused bout that

You mean like Power Bracer, etc. right?

Well, depending on the item, it'll give you 4 of that EV.

So, say you give your Pokemon the Power Anklet (Speed). So, if you fight and defeat a Gyarados, which gives 2 Attack, the Pokemon with the Anklet will get 4 Speed EVs and 2 Attack EVs.

If the holder has Pokerus, the 4 are added, and then the EVs are doubled. So, a Power Bracer + Gyarados + Pokerus will get you 12 Attack EVs.
