you need to make sure everything in the face is at the right angle
look at how certain features correspond to others, this is essential to any reference you work with, like how the ears line up with the eyes and nose, although this isnt the best example since her head is facing downwards, the ears are elevated somewhat. also how her neck lines up with her eye and part of her mouth.

also try to think in 3d whilst drawing, her head has a center line, and try to go from there when placing the features.

also in a 3/4 view generally the nose is closer to the "away" side of the face, not equidistant from both eyes

Her head proportions are fine. I don't see anything wrong with them.

He is posting basic proportions for an average realistic adult head for some reason =\ If you drew her head with the same proportions as that head, then she would look like an adult.

you put too much emphasis on her cheeks and draw the lower part of her face forward more than it should be because of it

literally all i did was pull her face/mouth/eye back with no line art edits so feel free to use it
also ignore the ear i was just playin with it because i was bored and was too lazy to edit it back to the original ear

I would move her chin to the right, round up her pupils, droop her eyes a bit, shrink her nose and shrink her mouth.
