What about one pop-up which shows up after your first login with a welcome message and the rules? A shorten version of the Universal Rules, to be easy and fast to read, plus a link to the both the Universal Rules thread and the New Arrivals and Departures forum?

But you also could look at the last few posts of that member, if it has none, it's probaply an alt.

Or a Waring/Confirmation message (like when closing Word, Paint etc.), that says: "Are you sure this is not a Request? If it is, then get the hell out."

"I didn't read the rules" is not an excuse. "Not reading the rules" is a part of the misdeed.
I don't think a conformation message would be good... it would be too annoying for poeple that are going to post stuff. Whereas, if it was a checkbox beyond the posting form only... that would stay checked after you've checked it once, for sure.

At least I want a restriction for people with below 25-50 posts, to not being able to rate, because there are alot of people who just make a few alts., and then de-rep someone they don't like, and that you can have a siggy when you have 20 posts or more, since there are alot of noobs with 10 posts, that have big sigs.

If I can add-on, there are n00bs that de-rep in retaliation for no good reason. I've been hit by n00bs three times when I left justifiable down-reps on their rep reports (one had his account deleted). But I don't want a post count limit before one is allowed to use the rep system. I want a time limit.
Like people must be logged in for exactly 14 days before the rep system becomes available. 2 weeks should be enough time to learn the in and outs of the forum and learn how to use the rep system properly.

As mods we can't directly change anyone's rep; so that's something you'd have to live with. Unwarranted de-repping does constitute as flaming, so if it bugs you that much, you can report 'em.
I might look into asking for a rep reset; but it seems unnecessary.

I've been doing that. The last n00b that hit me bumped his retarded retaliation de-rep today for no reason.

It is unnecessary. I'm just suggesting for a way for all newbies be barred from using the rep system until after a period of time.

This should be a custom sprite. We aren't accepting them anymore. Also, you can submit it in general sprites or in other. Whatever.
