Avalanche doesn't really count, but you also forgot Superstar, as he is a helper.
Either way, they don't all have to be main-like character's, there should be some exceptions. I'm sure that it would be interesting to play as Waddle-Dee, as you never really get the chance to play a character like him in Smash.

Anyway, I don't see much stopping you from making a sheet. But bare in mind that it end up never being used in any fangames.

A little off-topic, but your Waddle Dee looks like the KDL3 one. Not saying it's a bad thing because I love that game, but doesn't Smash try to... (I can't believe what I'm about to say) "Appeal to the modern gamer?" (There, I said it)
Waddle Dee should look more like the newer ones, being less chubby and having a bigger face.

wadle-dee is a possibility (ha that rhymed rofl) so anyway i think it would be good to see wadle-dee on the roster (considering to be a minor character in most kirby games.

Rick the Hamster from the Kirby series. C+C please
Special Moves:
B - Rapid Fireballs
He shoots a barrage of fireballs. This is the same as his fireball ability in KDL3
Forward B - Rolling Rock
He turns into a rock and can roll around. This is the same as his stone ability in KDL3
Up B - Giant Stomp
He jumps high up into the air. When he lands, he damages foes near him.
Down B - Porcupine Back
He curls up with spikes sticking out of his back. The spikes hurt foes that touch him. This is like what he does when he has the needle ability in KDL3
Final Smash - Super Rolling Rock
Same as rolling rock, but he gets much bigger and can jump while using it.
If you have a better idea for one of his special moves, please post it.

It doesn't look in style. It shouldn't have outlines.
About the colors, I'm not sure... I'm using a laptop, so the colors look a bit lighter than normal.
