It's not offbase at all. A quick move that has a 1 in 7 chance to OHKO someone is rarely used because it considered unreliable. The fact that the move move considered unreliable has a much higher chance to OHKO happens more than the downsides of the weapons shows that something is up. I don't think I can explain it more clearly. The items are OP, especially compared to the cast's movesets. If you add items, the combat would without a doubt revolve around the items.

What about Zero Suit Luigi? Believe it or not, my pal, P.T. Piranha, actually wrote a fan fiction where Luigi tried on the Zero Suit to gain more attention. As expected, it didn't turn out so well for him.
