It's not offbase at all. A quick move that has a 1 in 7 chance to OHKO someone is rarely used because it considered unreliable. (It doesn't pull the last two used number, in case you say something about there being 9 numbers, and it uses 1 and 2 in that beginning of the match)The squeaky hammer and the hammer head flying off happen less than that. The fact that the move move considered unreliable has a much higher chance to OHKO happens more than the downsides of the weapons shows that something is up. I don't think I can explain it more clearly. The items are OP, especially compared to the cast's movesets. If you add items, the combat would without a doubt revolve around the items.
