The rest of the Robot Masters were designed by the guys from Inti Creates.

considering that is somehow a "template" for a lor of characters, i dont see anything wrong.
mean, look at quickman for example.

It's the same exact head.
None of the artwork for any Robot Master up to this date has used the same face and head, even with minor changes like there are above.
It's not a big deal or anything, but I find it funny.
