The Scratch and Grounder in question were based on those two enemies, though I'm not sure about Scratch. EDIT: ninja'd, see above
Think of them as if they were Paper Mario-like party members. They take a generic enemy/race from the series, give it some defining qualities and a personality. Except in this case the latter is terrible.

So technically Sega can get Sally and the other characters to use in future Sonic games. Like how Nintendo can ask Square-Enix for Geno, Mallow, etc. on occasion.

That game was made by sega of america. I'm pretty sure sonic team had no input on that, and the game isn't considered canon.
I suppose it's possible for them to put her in, but it's highly unlikely unless the game is developed by the american team.

Don't forget that Tails and Knuckes are still a possibility.
Sega said that the countdown was showing the characters that definitely WOULD NOT be playable. Obviously, it was set up to show Sonic as being playable and the rest not.
However, Tails and Knuckes were nowhere to be found there, meaning that they haven't been confirmed to not be in the game.
I realize that this could apply to several other (unwanted) characters as well, but you get my point.
edit- also, iirc the list was to show playable characters, not who is in the game. It's still possible that sonic friends will make an appearance, unfortunately.

That list was for all possible playable characters in the game, and Sonic's the only one not rejected. The last blog entry even says "You wanted a game that only starred the blue hedgehog in it with no other friends and now you have it". Knuckles and/or Tails might appear, but definately not as playable characters.
