Surge and skip the S.S. Anne completely? Even better, you can go back to the docks once you obtain HM03 Surf, and use it to reach an otherwise impossible to get to island that houses a truck. I wonder what it's for? Some say that you can get HM06, SuperStrength, through a Nintendo Event and use it to move the truck revealing Mew underneath. Who knows?
