Certain pokemon can't be traded due to the ribbons they have. The Classic Ribbon and another ribbon with a somewhat similar name prevent them from being traded via GTS, but not regular trades. The only ones that are gonna have something like that are Arceus, Deoxys... really rare Event stuff.
