I think that's a little too small. Without wanting to boast, I think mine's the most accurate (despite it not being perfect), maybe you can use it as a base.

About the Propeller Mushroom, maybe you can make the mushroom and the propeller separate sprites, if you don't want to break your size limit, tough you will need to do it if you want to make a Mega Mushroom.
Oh, and Mario Kart items will also be sweet!

the size limit shouldn't be a problem if you keep working on 25x25 tiles. 50x50 should be more than enough for the same reason, shouldn't it?
