After reading this thread I went to read on bulbapedia about all the gym leaders and elite 4 members of generation III and IV (since I knew a lot of the gen I and II ones), and I'm kind of disappointed.
In Generation I mostly, the Gym Leaders had their charisma and they'd have really interesting relations to other characters and all... And I just don't see that much of it in the other generations. Mostly it might be because Gen I and II were more popular and had more games and stuff to explore this kind of stuff, but still, I can't find most of the characters in Generation III and IV that appealing.
Anyway, my favorites probably are:
Gen I: Red, Blue, Prof.Oak, Brock, Misty, Blaine, Agatha, Giovanni
Gen II: Silver, Ethan, Morty, Chuck, Claire
Gen III: May, Juan, Wattson, Norman
Gen IV: Lucas, Barry, Prof.Rowan, Flint, Volkner
(Brock and Misty as in their games counterparts, not that the game and anime counterparts cannot be the same characters, but STILL)

Did you even play gen 4? the gym leaders were everywhere. They explored the personalities and lives of the gym leaders a lot.

I agree about gen III. the gym leaders, the E4, and even the town names are all really blurry in my mind. this wouldn't matter so much if gen III wasn't the gen I invested the most time into (200 hours...somehow).

Gen 3 aint have much going on but shawn's right about gen 4, they had the most charisma out of anyone.
gen 1 everyone was just locked up in their gym all day except giovanni, and rival/gary had his own shit going on, but that was it
gen 2 chars had a little more personality, but that was it..only added eusine in crystal, suicune obsessor, big whoop
gen 3 the chars were cool and all but weren't anything special

gen 4 is all mostly

except for Flint and Volkner and their bff relationship and all, it's more of a "hey this gym leader likes to do this on his/her spare time" than exploring them as characters imo :I HeartGold & SoulSilver did a bit of that too.
I think that Barry is a really cool character though, the rivals for R/S/E are really lame (green-haired pussy and the opposite gender trainer, big fucking deal), he's almost as cool of a rival than Silver and Blue, while still being a distinct character than them, and an interesting one.

Also Belle... Bel... the new rival girl from B&W is pretty cool.
I like pretty much all the gym leaders in B&W as well. Since I can't read anything in the game, I'm not sure how much we learn about them, but I know that all the gyms leaders play an important part in the story.

Charon is old and Cyrus is emo. Not being disrespectful against emos, but he tried to destroy the world just because of human emotion. What's up with that?!
