I think for this simplistic style, you just need a simple animation.

see the pipe in the first image. Just do it similar to that and make the highlights/shadows flicker a bit.
And the foam animates, of course.

Hes right, in game, the animation is AMAZING.
I remember staring at it forEVER. If you have this game, its make a great reference.
