With that logic, we might as well delete every other forum and just keep the lounge. Because anything works in the lounge.

the key difference is in how seriusly said topic would be taken.
a spriting thread where would deviate into anything, while on the pixel art forum it would recieve proper feedback, and spam would be punished.
